Select a healthcare organization with which you work or are familiar

The organization I have chosen to focus on is Blue Cross Blue Shield of Massachusetts (BCBSMA).

Assume you are the director of operations for your selected healthcare organization. Review your leadership structure and identify a process for which you can propose a policy change

The leadership structure at BCBSMA is as follows: there is a Board of Directors, which is responsible for the governance of the organization; the President & CEO, who is responsible for the day-to-day operations; and finally, there are the Senior Vice Presidents, who are responsible for specific areas of the company, such as Finance, Human Resources, etc. If I want to propose a policy change, I would start by discussing it with my direct supervisor, who is the Vice President of Operations. From there, we would develop a plan to present the proposal to the President & CEO. Once the President & CEO approves the proposal, we would then take it to the Board of Directors for a final vote.

Determine how that proposal would navigate through leadership to get approved

The proposal would navigate through leadership as follows: it would first be discussed with my direct supervisor, the Vice President of Operations; from there, we would develop a plan to present the proposal to the President & CEO. Once the President & CEO approves the proposal, we would then take it to the Board of Directors for a final vote. The reason for this process is that, in order for a policy change to be approved, it needs to be signed off on by the President & CEO, as they are ultimately responsible for the day-to-day operations of the organization. Once the President & CEO approves the proposal, we would then take it to the Board of Directors for a final vote. This process is in place because the Board of Directors is responsible for the governance of the organization, and they need to sign off on any changes to policy.

Identify a policy in your organization that you think could be created or amended to improve organizational governance, operations, or compliance with federal or state regulations.

One policy that I think could be created or amended to improve organizational governance, operations, or compliance with federal or state regulations is the policy on conflict of interest. Currently, the policy on conflict of interest at BCBSMA is as follows: ” directors, officers and employees of the company must avoid conflicts of interest and make disclosures as soon as practicable of any material interests that could give rise to such conflict.” I think that this policy could be amended to require directors, officers and employees of the company to disclose any potential conflicts of interest before they arise. This would help to avoid any potential conflicts of interest before they happen, and would improve compliance with federal and state regulations.

Provide an analysis of how your policy change would improve the organization.

The policy change I have proposed would improve the organization by helping to avoid potential conflicts of interest before they happen. This would improve compliance with federal and state regulations, and would help to improve the overall operations of the organization. In addition, this policy change would help to improve communication within the organization, as employees would be required to disclose potential conflicts of interest before they arise. This would help to create a more open and transparent working environment, which would ultimately improve the overall operations of the organization.

Evaluate what changes in the organization would need to be made to implement the policy change.

In order to implement the policy change I have proposed, the organization would need to update its conflict of interest policy to require directors, officers and employees of the company to disclose any potential conflicts of interest before they arise. This would involve updating the policy and communicating the change to all employees. In addition, the organization would need to provide training to all employees on the new policy, so that they are aware of the requirement to disclose potential conflicts of interest. Finally, the organization would need to create a process for employees to disclose potential conflicts of interest. This process could involve creating a form that employees would need to fill out and submit to their supervisor on a regular basis.

Explain how you would advocate for your policy change while using the approval processes in your organization.

To advocate for my policy change, I would start by discussing it with my direct supervisor, who is the Vice President of Operations. From there, we would develop a plan to present the proposal to the President & CEO. Once the President & CEO approves the proposal, we would then take it to the Board of Directors for a final vote. This process is in place because the Board of Directors is responsible for the governance of the organization, and they need to sign off on any changes to policy. By presenting the proposal to the Board of Directors, we would be able to get their approval for the policy change. In addition, I would also advocate for the policy change by communicating the benefits of the change to all employees. This would help to create buy-in for the change and would ultimately help to make the change more successful.

Policy Proposal

Policy advocates sometimes find themselves discussing the needs of vulnerable populations with less-than-sympathetic groups of policy makers. Vulnerable populations might include families living in poverty, individuals with histories in the criminal justice system, or groups who have recently immigrated.

How might you communicate the needs of vulnerable populations to policy makers who may not share your views about the need for services?
